The transition to a more performance-oriented policy requires the establishment of a robust performance quality framework that, based on a set of common indicators, will allow the Commission to assess and monitor the quality of policy implementation.  The overall quality of policy implementation will be subject to a multi-year assessment based on impact indicators, while the annual monitoring of the quality of policy implementation will be based on the full list of result indicators.

Through the output indicators each year, expenditure will be linked to the quality of performance in implementing the policy;  this annual process relies heavily on a list of end product metrics.
